Creating "Static" Pages With Blogger
Amanda Fazani from Blogger Buster explains how to "use a blog post as a 'page' and backdate the timestamp so that the page does not show up in recent feed entries" (Creating your "Static" Pages in Blogger, para. 1), and how to tweak your template header to add links for ease of navigation to backdated posts. The template re-coding may be unnecessary if yours already allows multiple header elements.
